Both the classes have innate ways to refocus to use the focus spells. I believe that since Dragon Breath is an innate skill it will auto scale with the DC you get from your class. Dragon form should work better for a Martial than caster I believe. Both classes are super tanky so they can easily get in position without dying.Thaumaturge.
